ការស្ទង់មតិរបស់​IRI រកឃើញថា កម្ពុជាកំពុងឆ្ពោះទៅមុខ ក្នុងទិសដៅត្រូវប្រមាណជា៨១% ក្នុងចំណោម​អ្នកផ្ដល់សម្ភាសន៍ចំនួន​២ពាន់នាក់

ភ្នំពេញ៖ វិទ្យាស្ថានសាធារណៈរដ្ឋអន្ដរជាតិ របស់សហរដ្ឋអាមេរិក បានចេញរបាយការណ៍ជាផ្លូវការ
កាលពីព្រឹកមិញនេះថា ប្រទេសកម្ពុជាបានដើរលើផ្លូវត្រូវប្រមាណជា៨១% ក្នុងចំណោមអ្នកសម្ភាសន៍២ពាន់នាក់។ រដើរលើផ្លូវត្រូវរបស់រដ្ឋាភិបាល គឺរដ្ឋាភិបាលបានថែរក្សាសុខសន្ដិភាព និងកសាងហេដ្ឋារចនាសម្ព័ន្ធរូបវ័ន្ដជាដើម។

ប៉ុន្ដែក្រុមអង្គការសង្គមស៊ីវិល និងគណបក្សប្រឆាំងបានរិះគន់របាយការណ៍នេះថា មិនបានរាប់បញ្ចូល អ្នករងគ្រោះដោយសារវិបត្តិដីធ្លីនោះទេ ដែលធ្វើឲ្យតួលេខនេះ មានការកើនឡើង។ យ៉ាងណាក៏ដោយ របាយការណ៍នេះបានបញ្ជាក់ដែរថា នៅសល់ជិត២០%ទៀត ដែលរដ្ឋាភិបាលដើរនៅមិនទាន់ត្រឹមត្រូវ ក៏ជាតួលេខខ្ពស់ដែរ។
របាយការណ៍ថ្មីមួយរបស់វិទ្យាស្ថានសារធារណៈអន្ដរជាតិ ដែលហៅកាត់ថា IRI ដែលមានមានកម្រាស់ជាង៥០ទំព័រ បានរកឃើញថា ប្រទេសកម្ពុជាបានដើរនៅលើផ្លូវត្រូវដ៏ច្រើនលើសលប់។ របាយការណ៍ ដែលបានធ្វើឡើងចន្លោះពីថ្ងៃទី៣០ ខែវិច្ឆិកា ដល់ថ្ងៃទី២៥ ធ្នូ ឆ្នាំ២០១១ ដោយរបាយការណ៍នេះធ្វើការប្រៀបធៀបគ្នាទៅនឹងឆ្នាំ២០១០ ចន្លោះពីថ្ងៃទី១២ ខែកក្កដា ដល់ថ្ងៃទី០៦ ខែសីហា។ របាយការណ៍បានធ្វើការសម្ភាសន៍លើប្រជាពលរដ្ឋចំនួន២ពាន់នាក់ តំណាងឲ្យប្រជាជនកម្ពុជាទាំងអស់ អាយុក្រោម១៨ឆ្នាំឡើង ដែលសមាមាត្រទៅតាមចមនួនប្រជាជនតាមបណ្ដាខេត្តនីមួយៗ របាយប្រជាជនទីប្រជុំជន/ ទីជនបទ/ និងតាមភេទ។
របាយការណ៍បានចោទសួរមនុស្សចំនួន២ពាន់នាក់ថា តើអ្នកមានអារម្មណ៍ថា ជាទូទៅកម្ពុជាកំពុងឆ្ពោះទៅមុខក្នុងទិសដៅត្រូវឬទិសដៅខុស? គឺជាចម្លើយពួកគេបានឆ្លើយថា រដ្ឋាភិបាលកម្ពុជាកំពុងឆ្ពោះទៅមុខក្នុងទិសដៅទៅមុខ ក្នុងទិសដៅត្រូវ ប្រមាណជា៨១%។ ប៉ុន្ដែក្នុងចំណោមអ្នកឆ្លើយ២ពាន់នាក់ទៀត បានឆ្លើយរដ្ឋាភិបាលដើរលើផ្លូវខុស ដែលមានចំនួន១៩%។
របាយការណ៍ក៏បានរកឃើញដែរថា ក្នុងចំណោមយុវវ័យដែលមានអាយុចន្លោះពី១៨ទៅ២៤ឆ្នាំ បានគាំទ្ររដ្ឋាភិបាលដើរនៅលើផ្លូវត្រូវរហូតដល់ទៅ៨៨% ខណៈមនុស្សចំណាស់ចន្លោះពី៥០ឆ្នាំដល់៦០ឆ្នាំ គាំទ្រតែ៧៣%ប៉ុណ្ណោះ។
របកគំហើញថ្មីនេះ បានបញ្ជាក់ថា អ្វីដែលរដ្ឋាភិបាលដើរនៅលើផ្លូវត្រូវ គឺរដ្ឋាភិបាលបានកសាងផ្លូវថ្នល់ កសាងសាលារៀន កសាងមណ្ឌលសុខភាព កសាងស្ពាន វត្តអារាម ប្រព័ន្ធធារាសាស្រ្តកាត់បន្ថយភាពក្រីក្រ និងរដ្ឋាភិបាលបានរក្សាសុខសន្ដិភាព។
ប៉ុន្ដែរដ្ឋាភិបាលក៏នៅមានភាពអសកម្មមួយចំនួននៅឡើយឡើយ ដែលបញ្ហាអំពើពុករលួយនៅតែមាន ដែលអ្នកឆ្លើយប្រមាណជា៤០% បានឆ្លើយថា មានអំពើពុករលួយ កាលពីឆ្នាំ២០១១ បើប្រៀបធៀបនឹងឆ្នាំ២០១០ មានចំនួន៤២%។ ទន្ទឹមនឹងនេះក្រុមអ្នកឆ្លើយបាននិយយថា ក្នុងជួររដ្ឋាភិបាលនៅតែមានបក្សពួកនិយម២៥%, តម្លៃទំនិញទីផ្សារខ្ពស់២៤%, ការបំផ្លាញបរិស្ថាន ព្រៃឈើ នេសាទ, ជនអន្ដោប្រវេសន៍ខុសច្បាប់ នៅមានភាពក្រីក្រ ខ្វះការងារធ្វើ តំលៃកសិផលទាប និងតំលៃប្រេងសាំងនៅតែខ្ពស់ជាដើម។
លោកMatt Lakin នាយកស្ដីទីវិទ្យាស្ថានសាធារណៈរដ្ឋអន្ដរជាតិអាយអអាយ បាននិយាយថា របកគំហើញនេះ គឺធ្វើឡើងដោយមានការសម្ភាសន៍ប្រជាជនខ្មែរចំនួន២ពាន់នាក់ តំណាងឲ្យប្រជាជនទូទាំងប្រទេសកម្ពុជា។ ប៉ុន្ដែរបាយការណ៍មិនបានរាប់បញ្ចូល អ្នករងគ្រោះដោយសារវិបត្តិដីធ្លីនោះទេ។
លោកយឹម សុវណ្ណ អ្នកនាំពាក្យគណបក្សសមរង្ស៊ី បាននិយាយថា របាយការណ៍នេះ នៅខ្វះចន្លោះនៅឡើយ ដោយលោកបាននិយាយថា ប្រទេសកម្ពុជាសព្វថ្ងៃនេះ នៅមិនទាន់មានប្រជាធិបតេយ្យពិតប្រាកដនៅឡើយ, អំពើពុករលួយនៅតែធ្ងន់ធ្ងរ, ទំនាស់ដីធ្លីក៏នៅតែមាន តាមរយៈការច្បាមយកដីរបស់ប្រជាពលរដ្ឋ ពីក្រុមហ៊ុន និងអ្នកមានអំណាចជាដើម។
លោកចាន់ សុវេត មន្រ្តីស៊ើបអង្កេតសមាគមសិទ្ធិមនុស្សអាដហុកបាននិយាយថា ថ្វីបើតួលេខនេះ បានគំាទ្ររដ្ឋាភិបាលរហូតដល់ទៅជាង៨០% ដែលថា រដ្ឋាភិបាលដើរនៅលើផ្លូវត្រូវក៏ដោយ ក៏ប៉ុន្ដែរដ្ឋាភិបាលនៅសល់ជិត២០%ទៀត គឺជាចំនួនដ៏ច្រើនដែលរដ្ឋាភិបាលត្រូវតែគិតគូរ ដូចជាការគំរាមកំហែងសិទ្ធិមនុស្ស មានការបាញ់សម្លាប់មន្រ្តីបរិស្ថាន, គំរាមមន្រ្តីសិទ្ធិមនុស្សជាដើម។ ទន្ទឹមនឹងនេះការរំលោភដីធ្លីពីសំណាក់ក្រុមមកលើប្រជាពលរដ្ឋនៅតែកើតមានច្រើនឡើងៗ។ ប៉ុន្ដែលោកទិត្យសុធា អ្នកនាំពាក្យអង្គភាពព័ត៌មាននិងប្រតិកម្មរហ័សនៃទីស្ដីការគណៈរដ្ឋមន្រ្តីបាននិយាយថា របាយការណ៍នេះ គឺឆ្លុះបញ្ចាំងអំពីចំណុចវិជ្ជមានមួយ ដែលរាជរដ្ឋាភិបាលបានខិតខំធ្វើកាលពេលកន្លងមក។ លោកបានបញ្ជាក់ថា រដ្ឋាភិបាលមិនរំពឹងថា អ្វីដែលខ្លួនបានប្រឹងប្រែងបាន១០០%នោះទេ ប៉ុន្ដែតួលេខជាង៨០%នេះ គឺជាចំនួនមួយដ៏ត្រឹមត្រូវហើយ។ លោកបានបញ្ចាក់ថា រដ្ឋាភិបាលបាននឹងកំពុងគិតគូរបន្ថែមទៀតទៅលើសិទ្ធិមនុស្ស សិទ្ធិបញ្ចេញមតិ និងរដ្ឋាភិបាលថ្មីៗនេះបានចេញបទបញ្ជារផ្អាកការផ្ដល់ដីសម្បទានសេដ្ឋកិច្ច ដែលជាផ្នែកមួយនៃការរាំងខ្ទប់ ចំពោះក្រុមហ៊ុនដែលមិនត្រឹមត្រូវ ដែលទទួលដីសម្បទានសេដ្ឋកិច្ចហើយ មិនធ្វើតាមច្បាប់។
យ៉ាងណាក៏ដោយនៅក្នុងរបាយការណ៍របស់IRI ដែលប្រកាសនៅសណ្ឋាគារសាន់វេ កាលពីព្រឹកថ្ងៃទី១០ ខែឧសភានេះ គឺក្នុងចំណោមអ្នកសម្ភាសន៍២ពាន់នាក់ បានឆ្លើយថា ស្ទើរតែគ្រប់មន្រ្តីទាំងអស់ពុករលួយដែលមានចំនួន៣៦% មន្រ្តីភាគច្រើនពុករលួយ មានចំនួន២៨% មានពុករលួយខ្លះៗដែរមានចំនួន២៩% ស្ទើរតែគ្មានមន្រ្តីពុករលួយ២% និង៦% មិនដឹង និងមិនឆ្លើយសំណួរថា អំពើពុករលួយនិងការស៊ីសំណូករីករាលដាលកំរឹតណាក្នុងរដ្ឋអំណាចថ្នាក់ឃុំ ស្រុក ខេត្ត របស់ និងរដ្ឋអំណាចថ្នាក់ជាតិនៅភ្នំពេញ?

នៅថ្ងៃនេះ នាយករដ្ឋមន្រ្តីខ្មែរបានផ្ញើរសារទៅកាន់សាធារណៈជន ដើម្បីប្រកាសបើកជាផ្លូវការនូវការចរាចរទីផ្សារមូលបត្រ (ផ្សារហ៊ុន) របស់ក្រុមហ៊ុនផ្សារមូលបត្រកម្ពុជា ដែលកម្ពុជាបានចាត់ទុកថា ការដាក់ឲ្យដំណើរការផ្សារហ៊ុននេះ គឺជាប្រវត្តិសាស្រ្តថ្មីមួយទៀត សម្រាប់ប្រទេសកំពុងអភិវឌ្ឍន៍មួយនេះ ដែលនឹងធ្វើឲ្យសេដ្ឋកិច្ចកម្ពុជាកាន់តែរឹងមុំាមួយកម្រិតទៀត។ ការប្រកាសឲ្យដំណើរការនៃការចរាចរទីផ្សារមូលបត្រនេះ ស្របពេលដែលធនាគារអភិវឌ្ឍន៍អាស៊ីថ្មីៗនេះ បានព្យាករណ៍ថា សេដ្ឋកិច្ចកម្ពុជាថយចុះតិចតួចនៅឆ្នាំ២០១២ បើប្រៀបធៀបទៅនឹងឆ្នាំ២០១១កន្លងទៅ។
សម្ដេចនាយករដ្ឋមន្រ្តីហ៊ុនសែន បាននិយាយតាមកញ្ចក់ទូរទស្សន៍ក្នុងស្រុកថា នេះជាសមិទ្ធិផលប្រកបដោយផ្លែផ្កា ដែលកើតចេញពីការខិតខំប្រឹងប្រែងរបស់រដ្ឋាភិបាលកម្ពុជា ក្នុងការត្រៀមលក្ខណៈយ៉ាងម៉ត់ចត់នឹងគ្រុប់ជ្រុងជ្រោយ និងត្រូវប្រយ័ត្នប្រយែង ដើម្បីដាក់ដំណើរការនូវទីផ្សារមូលបត្រនៅកម្ពុជានេះ។
កិច្ចដំណើរការផ្សារមូលបត្រនៅកម្ពុជានេះ ស្របតាមយុទ្ធសាស្រ្តអភិវឌ្ឍន៍ហិរញ្ញវត្ថុ ឆ្នាំ២០០៦-២០១៥ ដែលត្រូវបានធ្វើបច្ចុប្បន្នកម្មទៅជាយុទ្ធសាស្រ្តអភិវឌ្ឍន៍ហិរញ្ញវត្ថុ ឆ្នាំ២០១១-២០២០ របស់រាជរដ្ឋាភិបាល កាលពីពេលថ្មីៗនេះ។
សម្ដេចហ៊ុនសែនបានសង្កត់ធ្ងន់ថា នេះជាដំណើរការដ៏សំខាន់មួយ សម្រាប់សេដ្ឋកិច្ចកម្ពុជា និងក៏ជាផ្នែកដ៏សំខាន់មួយដែរ ដើម្បីគៀងគរទន់ និងហិរញ្ញវត្ថុ និងធនធានហិរញ្ញវត្ថុទាំងពីរ គឺទាំងក្នុងនិងក្រៅប្រទេសយកមកជំរុញការអភិឌ្ឍន៍សហគ្រាសនៅក្នុងព្រះរាជាណាចក្រកម្ពុជា។
ថ្លែងនៅក្នុងពិធីប្រកាសជាផ្លូវការនូវការចារាចរទីផ្សារមូលបត្រ (ផ្សារហ៊ុន) នៅវិមានកាណាឌីយ៉ា កាលពីព្រឹកថ្ងៃទី១៨ ខែមេសានេះ លោកគាត ឈន់ ឧបនាយករដ្ឋមន្រ្តី និងជារដ្ឋមន្រ្តីក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ បានមានប្រសាសន៍ដែរថា ការណ៍ដែលផ្សារហ៊ុនខ្មែរចាប់ផ្ដើមនៅថ្ងៃនេះ អាចចាត់ទុកបានថា ជាប្រវត្តិសាស្រ្តមួយសម្រាប់ប្រទេសកម្ពុជា។ លោកបានសម្ដែងការជឿជាក់បញ្ជាក់ថា ផ្សារហ៊ុនខ្មែរ ដែលជាប្រទេសក្មេងខ្ចីលើការងារនេះ នឹងទទួលបានជោគជ័យជាមិនខាន។
បើទោះបីជាយ៉ាងណាក្ដី ក៏នៅមុននេះ ធនាគារ ADB បានព្យាករណ៍ថា កំណើនសេដ្ឋកិច្ចនៅកម្ពុជាសម្រាប់ឆ្នាំ២០១២នឹងថយចុះមកនៅត្រឹមតែ៦.៥% បើប្រៀបធៀបនឹងឆ្នាំ២០១១ មានចំនួន៦.៨%។ តួលេខថយចុះនេះ នឹងកើនឡើងវិញនៅឆ្នាំ២០១៣ រហូតដល់ទៅ៧%៕

ADBថា កំណើនសេដ្ឋកិច្ចកម្ពុជាថយចុះបន្ដិចនៅឆ្នាំ២០១២

កំណើនសេដ្ឋកិច្ចនៅក្នុងប្រទេសកម្ពុជានឹងមានការថយចុះតិចតួចនៅក្នុងឆ្នាំ២០១២ មុនពេលកើនឡើងក្នុងឆ្នាំ២០១៣ ដោយសារតែមានការគាំទ្រកំណើនការនាំចេញសម្លៀកបំពាក់ និងស្បែងជើង កំណើននៃវិស័យសេវាកម្ម និង​ទស្សន​វិស័យសេដ្ឋកិច្ចជាសកល ដែលមានស្ថិរភាពជាងមុន។នេះបើតាមរបាយការណ៍ថ្មីមួយរបស់ធនាគារអភិវឌ្ឍន៍​អាស៊ី (ADB)។
របាយការណ៍179Aបស់ADB ដែលបានប្រកាសកាលពីព្រឹកថ្ងៃទី១១ ខែមេសា ឆ្នាំ២០១២នេះ ដែលមានឈ្មោះថា ទស្សន​វិស័យអភិវឌ្ឍន៍អាស៊ីឆ្នាំ២០១២ (ADO ២០១២) បានឲ្យដឹងថា កំណើនសេដ្ឋកិច្ចនឹងថយចុះមកនៅត្រឹម៦.៥% នៅក្នុង​ឆ្នាំ២០១២ ពី៦.៨% កាលពីឆ្នាំ២០១១ ហើយនឹងកើនឡើងដល់៧.០% នៅក្នុងឆ្នាំ២០១៣។ ការណ៍ព្យាករណ៍នេះ ផ្អែក​លើការ​សន្មតថា សេដ្ឋកិច្ចរបស់សហភាពអឺរ៉ុប និងសហរដ្ឋអាមេរិក ដែលជាទីផ្សារនាំចេញដ៏សំខាន់របស់កម្ពុជា និង​បន្ដរើបឡើងវិញបន្ដិចម្ដងៗ ដែលទស្សនវិស័យជាសកលនឹងមិនធ្លាក់ចុះច្រើន ហើយរដ្ឋាភិបាលកម្ពុជា​នឹងបន្ដអនុវត្ត​គោលនយោបាយ​ដែលគាំទ្រដល់កំណើន។
លោក Peter Brimble អនុប្រធានប្រចាំប្រទេសនិងជាសេដ្ឋវិទូជាន់ខ្ពស់របស់ធនាគារ អភិវឌ្ឍន៍អាស៊ី ប្រចាំប្រទេស​កម្ពុជា មានប្រសាសន៍ថា “បើទោះបីមានការគ្រោះទឹកជំនន់ អាក្រក់បំផុត ដែលមិនធ្លាប់មានក្នុងរយៈពេល​ជាង១០ឆ្នាំ​កន្លងមកនេះ កើតមានឡើងកាលពីឆ្នាំមុននេះ និងបើទោះបីជាមានភាពមិនប្រាកដប្រជាក្នុងកម្រិតខ្ពស់ និង​កលយុគ​សេដ្ឋកិច្ចសកលលោកក៏ដោយ ប្រទេសកម្ពុជា ត្រូវបានគេរំពឹងថា នឹងបង្ហាញកំណើនសេដ្ឋកិច្ចដ៏រឹងមាំ នៅក្នុងរយៈពេល​ពីរឆ្នាំខាងមុខនេះ។
សេដ្ឋកិច្ចថយចុះតិចតួចនៅឆ្នាំ២០១២នេះ គឺបណ្ដាលមកពីការថយចុះនូវការនាំចេញនៃវិស័យឧស្សាហកម្ម និងការកើន​ឡើង​បន្ដិចបន្ដួចប៉ុណ្ណោះនៃកំណើនក្នុងវិស័យសេវាកម្ម និងកសិកម្ម។ នៅក្នុងសេចក្ដីប្រកាសព័ត៌មានរបស់ធនាគារADB បានធ្វើការពន្យល់ថា កំណើនក្នុងវិស័យឧស្សាហកម្ម ដោយមានការជំរុញពីការនាំចេញសម្លៀកបំពាក់ និងស្បែកជើង ទៅកាន់សហរដ្ឋអាមេរិក និងសហភាពអឺរ៉ុប នឹងថយចុះមកនៅត្រឹម១១.៤% ពី១៣.៩% កាលពីឆ្នាំមុននេះ។ មួយវិញទៀត កំណើននៃវិស័យសេវាកម្ម ត្រូវបានគេរំពឹងថា នឹងកើនឡើងដល់៥.៣% ពី៥.០%។ វិស័យកសិកម្ម ដែល​រង​​គ្រោះដោយសារទឹកជំនន់ នៅចុងឆ្នាំ២០១១ ត្រូវបានព្យាករណ៍ថា នឹងមានការកើនឡើង៣.៨% ពី៣.៣% ដោយ​សន្មតថា អាកាសធាតុ នឹងមានលក្ខណៈអំណោយផល។ ប៉ុន្ដែស្ថានភាពនឹងមានភាពប្រសើរឡើងវិញនៅឆ្នាំ២០១៣ នៅពេលដែលប្រទេសកម្ពុជា ដើរស្របតាមគន្លងនៃការរើបឡើងវិញ នៃទស្សនវិស័យសេដ្ឋកិច្ចជាសកល។
នៅក្នុងរបាយការណ៍នេះក៏បានឲ្យដឹងទៀតថា អតិផរណា នៅក្នុងឆ្នាំ២០១២ និងឆ្នាំ២០១៣ នឹងថយចុះនៅត្រឹម​ប្រមាណ​៥.០% គិតជាមធ្យមប្រចាំឆ្នាំ ពី៥.៥% នៅក្នុងឆ្នាំ២០១១ ដោយសន្មតថា នឹងមានការប្រើប្រាស់ប្រភព​ក្នុងស្រុក​កម្រិត​ទាប ដើម្បីផ្ដល់ហិរញ្ញប្បទាន ដល់ឱនភាពថវិកា។ ប៉ុន្ដែការកើនឡើងថ្លៃប្រេងជាសកល នៅដើមឆ្នាំ២០១២ អាចធ្វើឲ្យការ​ព្យាករណ៍​នេះ ប្រឈមនឹងភាពមិនប្រាកដប្រជាផងដែរ។
យ៉ាងណាក៏ដោយលោក Peter Brimble បាននិយាយថា ប្រទេសកម្ពុជាក៏ត្រូវតែមានការត្រៀមទុកជាមុន នៅវិធាន​ការណ៍​​មួយចំនួន ដែលគេសង្ស័យថា ឆ្នាំរោងឆ្នាំនេះ ទឹកជំនន់នឹងធំ។ ទន្ទឹមនឹងនេះ ប្រទេសមួយនេះក៏ត្រូវបង្កើន​នូវធនធាន​មនុស្សផងដែរ។

Independent women’s organisations and activists call on ASEAN governments and the current ASEAN chair, Cambodia, to embrace civil society as a vital democratic partner instrumental to the enjoyment of human rights. Women from 10 ASEAN member states as well as Timor Leste, are participating in the 8th ASEAN People’s Forum/ ASEAN Civil Society Conference (APF/ACSC 2012) in Cambodia as the Southeast Asia Women’s Caucus on ASEAN.

The Women’s Caucus is concerned by the exclusionary practices of parts of ASEAN that limit independent women’s organisations from amplifying the voices of women. We are also concerned about the secretive process of drafting the ASEAN Human Rights Declaration (AHRD) that, to date, has not openly involved civil society.

We are also alarmed about the decision of the Cambodian government to require States to select civil society representatives to engage in the traditional interface that occurs at the conclusion of the APF/ACSC. While we welcome the decision to focus the interface as “gender and development”, we question the value of an interface that censors the voices of women to engage in honest and critical dialogue. Civil society represents the ASEAN community and the interface is the closest the ASEAN community can get with ASEAN, the body. Any attempt to hand pick representatives devalues the dialogue and renders it an alibi to repressive practices.

We call on ASEAN states to demonstrate their commitment to women’s rights where it counts: by guaranteeing and delivering rights enjoyment for all women. ASEAN members should guarantee that there will be no erosion of rights in the AHRD and no inclusion of ‘morality, moral values or traditional values’ clauses that serve to undermine rights.

We call on the Cambodian government and ASEAN to

  • Let people collectively and peacefully organise and interface with ASEAN leaders in a democratic and independent process;
  • Release the draft AHRD, conduct open, safe and inclusive public consultations that involve women’s rights advocates  and reconsider the timeframe for approval to ensure full and meaningful participation;
  • Sincerely respect, protect, promote and fulfill women’s human rights, including women’s rights to meaningfully represent themselves and participate in a political process.

The Women’s Caucus is a network of more than 60 organizations across 11 countries in Southeast Asia, engaging ASEAN to advance women’s human rights.

Dear reporters/editors,

In commemoration of International Mine Action Day and as part of the Lend Your Leg Campaign, a photo exhibition will be held at the Landmine Museum in Siem Reap province from 4April until 18 May.

The exhibition features portraits of landmine survivors and landmine clearers that Marco Brob, a TIME photographer, took during his trip to Cambodia in October last year. With the support of the UN Mine Action Team, Mr. Grob visited northwestern parts of Cambodia and met landmine survivors, de-miners and other actors. He took their photographs which will be shown to help raise awareness about the importance of mine action.

In 2011, landmines and other explosives remnants of war caused more than 200 casualties in Cambodia. In affected areas, these deadly weapons continue to pose indiscriminate threats to many Cambodians – old and young alike. Farmers can be found working on land that may be still littered with landmines and explosive remnants of war. Children walk to school and may not know what lies in the ground in their path. These are some of the realities captured by Mr. Grob’s photographs.

Mr. Grob said: “We had to learn to adjust to the reality of such an amount of mines still hidden in Cambodian soil so long after the fighting has stopped. It was at times very difficult for me to deal with the impression left by the very high number of mine inflicted casualties – especially those of injured children. The work of the UN in Cambodia is, in my eyes, of utmost importance. It is for some communities the only opportunity for some kind of future. The situation touched me deeply and profoundly…my work for the United Nations mine action – as insignificant as it might be in the bigger picture – shall go on as long as needed.”

This exhibition is jointly organized by the Cambodian Mine Action Authority, the United Nations Development Programme and the Cambodia Landmine Museum to raise awareness about mine action and to support the Lend Your Leg Campaign.

Official Launch of

“CSO Contributions to the Development of Cambodia 2011”

 

WHAT: Cooperation Committee for Cambodia (CCC) will launch a new publication on “CSO Contributions to the Development of Cambodia 2011” to increase awareness among the general public, private and civil society organizations on CSOs’ contributions to the development of Cambodia.

WHEN: 03 April 2012, from 1:30pm to 3:30pm

WHERE:ICF Center/KSSA (Korean Society for Service in Asia) located at #19-21, Street 330, Boeung Keng Kang III, Chamkamorn, Phnom Penh.

WHO:   It is expected that up to 200 representatives of the government, development partners, CSOs and the general public, will be present.

WHY:    Civil society organizations have played an integral role in the development of Cambodia for the past three decades and have made significant contributions toward improvements and social transformation for the lives of the country’s poor and marginalized. But, often, these contributions by CSOs are not systematically captured and shared.  Furthermore, there are contrasting views in Cambodia on the role and contribution of civil society organizations to the development in Cambodia.

To claim and acknowledge the significant contributions of CSOs in Cambodia, the publication CSO Contributions to the Development of Cambodia 2011, developed through a survey with 309 CSOs in Cambodia, has been published by CCC in 2012. The publication presents the contributions of Cambodia’s CSOs to economic, social and democratic development, as well as important details on the current status of the civil society sector.

The findings of this report are testimony to the vast and important contributions that CSOs make to Cambodia, and should encourage discussion and reflection among government and donors on how to improve and ensure an enabling environment for CSOs to effectively continue and expand their vital work.

Statement of Thai Civil Society at the ASEAN Civil Society Conference / ASEAN People’s Forum 2012, Phnom Penh

The Interface meeting is an opportunity for Civil Society to meet with ASEAN  government  heads of state in order to discuss the outputs derived from the ACSC/ APC.

In the past, the selection process for Thailand ‘s Civil Society representative  has been deeply problematic as the Government of Thailand has insisted upon nominating their own representative. This  led Thai civil society  to boycott the interface meetings in previous years.

This year the Ministry of Social Welfare gave their assurances  that they would not interfere in the selection process. However, the Government of Thailand  has yet again failed  to keep its promise.

The Thai representative for the interface meeting  at the 2012 ASEAN leaders’ summit has been appointed by the Government of Thailand. The Government of Thailand has, therefore, undermined civil society process and displayed its complete disregards  for meaningful engagement.

The  civil society  participants at the ACSC/APF 2012 would like to declare that the Thai attendee for the interface meeting between ASEAN government heads of state and civil society  organizations  at the upcoming ASEAN leaders’ summit does not represent  Thai civil society.

As such, Thai civil society has boycott the interface  meeting to be held at this year’s ASEAN leaders’ summit in  Phnom  Penh.

We condemn this undemocratic process and we demand that the Government of Thailand stop such interfering practices in future.

Peace Workshop (K-21) “Peace-Building in ASEAN”

There is No Way to Peace… Peace is the only way”- Mahatma Gandhi

The Peace-building workshop, organized by Thai Volunteer Service Foundation, Peace Institute of Cambodia, Mekong Peace Journey and Working Group for Peace (Mekong Region and Cambodia), aimed at sharing stories and practices of ASEAN peoples in sustaining peace in the communities, countries and the Southeast Asian Region. The main objectives of the workshop were (1) to share the conflict situation in the ASEAN, (2) to share best practice of people to people peace building, and (3) to provide the people’s recommendation on Peace to the ASEAN governments.

Peace Building in the ASEAN

A presentation by Mr. TuckeyMcCravy, lecturer at the Royal University of Phnom Penh and Advisor to Cord Asia, officially started the workshop. He shared that Inter-State conflicts in ASEAN originate from various and complex root causes such as (a) territorial disputes, (b) historical misunderstanding, (c) political feuds, (d) legacy of geopolitical conflict, (e) conflicts brought about by inequitable development and (f) inter-religious/faith conflicts among groups and States. He shifted his focus on the causes of inter-State conflict: (1) weak governance institutions, (2) poorly developed justice systems, (3) insufficient access to resources for survival, (4) underdeveloped democratic institutions, (5) deprivation of human rights, (6) prevalence of violence, (7) marginalization of women, children & ethnic minorities, (8) skewed distribution of power with societies (8) nepotism & corruption and (9) prevalence of small arms. He stressed that while the ASEAN is important in building peace, the civil society has to play a role in the whole process. All stakeholders must engage in long term transformations of attitudes, structure, relationships and behaviors. The focus of the process must be towards human security rather than state security.

In this spirit, meaningful participation of women, encouraging appropriate livelihoods and reduction of natural resource exploitation, counseling for trauma victims, stimulating reconciliation and understanding among ethnic, faith groups and classesare important activities for peace building.

Burmese Situation

Burmese Participants were provided a space to voice out their pressing demand for peace and democracy in Myanmar. People in Burma had been living peacefully without any armed groups until the independence in the 1940s. After the operation of Military regime in the 1960s, conflicts like civil wars with Shan, Karen, Kachin states inclusively other ethnic minorities groups, mismanagement of Natural resources occurred by the oppression of Burmese military government. Moreover, the bad power-shared division has been long lasted Dilemma within the states that stress the internal conflicts more intensified. In this Point, we highlight the ongoing border wars between Kachin army and Burmese regime needs to stop by both forces at the same time and approach to Peace Building among groups for the stability, security and prosperity of People who are badly affected by the wars.

Mekong Peace Journey

The Mekong Peace Journey came about in a time where there is a huge need for the people to engage in sustainable peace building and conflict transformation in the ASEAN region. Their presentation stresses on Historical Bias, Political distrust, cultural prejudice and absence of mutual understanding as root causes of the conflict is ASEAN. They stressed on the border issues and blamed ULTRA-NATIONALIST propaganda as catalysts of these conflicts. So far, the MPJ has been realizing best practices of people-to-people peace building. Their main targets are Young Adults in the Mekong region. They have been conducting a learning process of peace building which includes training, internship and strengthening strategic teams in the Mekong. Their main objectives are (1) building trust among the young generation and (2) molding the young people to become agents of peace at the national regional levels.

Personal Reflection

Ms. Linh, an agent of peace from Vietnam, shared her personal experience in peace-building. She stressed on a life-perspective based on love, peace and freedom.

Working Group for Peace

WGP encouraged volunteerism as a means to rouse social movements for peace. They have been organizing cross-border activities among people to peoples. They conducted several peace equities among Thais and Khmers. They also hold Peace gatherings in Phnom Penh. They are also one of the active members of the learning process of the MPJ.

Recommendations

  • We strongly demand all member states of ASEAN, with the meaningful participation of the people, to develop a people-centered history of the south East Asia region by all stakeholders.
  • We strongly demand each Member State of ASEAN to realize strong efforts on democratization, peace building and conflict transformation with the meaningful participation of the people in the whole process.
  • We strongly urge each member state of ASEAN to promote mutual understanding among people providing a space for people-to-people exchange and peace dialogues at all times.
  • We strongly urge an ASEAN Institute for Peace Reconciliation announced by all ASEAN Member States to fully function with meaningful participation of ASEAN people.
  • We strongly believe that involved member states of ASEAN should be more understanding, inclusive and settle all issues peacefully with regards to all border conflicts
  • We strongly demand for the inclusion of the “Right to Peace” in the ASEAN Human Rights Declaration.
  • We strongly ask each member state of ASEAN to generously allocate resources for Peace education in all levels and types of education.

 

PEACE GROUPS CALL ON ASEAN TO TAKE ACTIVE ROLE IN RESPONDING TO CONFLICTS IN THE REGION

Conflicts continue to persist in the region, the resolution of which requires significant intervention from the ASEAN.  This is the assertion of peace groups and organizations who took part in the Workshop on Peace and Security – “Determining the Significance of ASEAN Instruments in Conflict Situations in Southeast Asia” on the occasion of the ASEAN Civil Society Conference in Phnom Penh, Cambodia which officially opened on March 29 and will culminate on March 31.

There are existing mechanisms and platforms in the ASEAN which if operationalized may meaningfully contribute to finding what may be a sustainable solution to the decades-long conflict in Southern Thailand, Burma and the Thai-Cambodia border dispute such as the Treaty on Amity and Cooperation, Bali Concord II, ASEAN Charter, ASEAN Political Security Community blueprint, Protocol to the ASEAN Charter on Dispute Settlement Mechanisms, to name a few.

 

Thus, we put forward the following recommendations and challenge ASEAN and its offices to take a more pro-active role in resolving the persistent conflicts in the region as this is one way it will be able to give meaning to its vision of a people-centered, caring and sharing community.

a.) When national governments are obstinate, ASEAN must intervene to ensure that member states adhere to international law.  On the Thai-Cambodia border dispute, ASEAN must prevail upon or insist on the Thai government to comply with International Court of Justice/ICJ’s directive to withdraw troops from the disputed area.

b.) ASEAN must review and expand the concept and mandate of the Dispute Settlement Mechanism (Article 24-25 ASEAN Charter) to:

1.  include a “prevention” component that will also deal with internal conflicts; and

2. institutionalize the role of civil society specifically the participation of women in dispute settlement mechanisms.

c.) ASEAN must ensure civil society participation and inputs in the establishment of the ASEAN Institute for Peace and Reconciliation (AIPR).

d.) The ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC) must facilitate the mainstreaming of CEDAW and UNSCR 1325 among ASEAN member states through awareness-raising among organs and instrumentalities of governments and within the ASEAN structure.

e.) ACWC must issue a Memorandum to all ASEAN departments, commissions, institutes and councils, the Secretariat and other bodies within the ASEAN structure to include gender-sensitive training among officers and staff members; and a Memorandum to all ASEAN governments through its foreign affairs ministers to remind governments to implement the provisions of the UNSCR 1325 and urge governments to develop national action plans.

 

f.) ACWC must urgently look into the situation of women in conflict-affected areas specifically the gender-based and sexual violence perpetrated in ethnic communities as in the case of Burma.

g.) ACWC should conduct a study or investigate the extent and magnitude of the problem of gender and sexual violence in armed conflict in the region in aid of policy and program development that will strategically and urgently address the same and that would render justice to women and girl victims.

 

h.) ACWC should include in its work plan the agenda on women, peace and security.   Invite the participation of women and peace civil society organizations in the development, implementation, monitoring and evaluation of its work plan on women, peace and security. 

i.) The presence and active role of women and peace organizations in the ACWC periodic consultations and dialogue-meetings must be sought and ensured.

Recommendations for CSOs:

a.) CSOs need to contribute to creating positive feelings in order to minimise the impact of nationalism. We need to promote the idea of interdependence among ASEAN people in this era of globalisation. We also need to emphasise cultural sensitivity and encourage respect for differences.

b.) Civil society should hold peace marches in the capital cities, not only in the areas directly affected by conflict. If people know how they will be affected by war then they may not be so quick to espouse nationalist sentiment.

c.) Study and identify appropriate ASEAN mechanisms for strategic, constructive and effective engagement.

d.) Exercise due diligence in its engagements by ensuring evidence-based and realistic policy recommendations

e.) Forge solidarity with the larger civil society movement in order to build a broader constituency that will call for accountability on women, peace and security agenda

f.) Sustain awareness raising on the role of women and capacity-building and empowerment of women for leadership positions.

ADB PRESIDENT KURODA TO ADDRESS ASEAN FINANCE MINISTERS IN CAMBODIA

        MANILA, PHILIPPINES (29 March 2012) Asian Development Bank (ADB) President Haruhiko Kuroda will travel to Phnom Penh, Cambodia, to address the 16th gathering of the Association of Southeast Asian Nations (ASEAN) Finance Ministers Meeting on 30 March.

 

Mr. Kuroda will brief the ministers on current ASEAN and global economic issues. The ministers are expected to discuss a variety of initiatives in the region.

During his visit, Mr. Kuroda will also meet with the Prime Minister of Cambodia, Hun Sen, as well as finance ministers from the region.

ASEAN brings together Brunei Darussalam, Cambodia, Lao People’s Democratic Republic, Indonesia, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Viet Nam. ADB’s support for the forum is wide ranging and includes assistance for the establishment of the Asian Bond Market Initiative; a credit guarantee and investment facility; and many other measures designed to bolster economies and promote financial stability in the region.

ADB is also supporting the establishment of the ASEAN Infrastructure Fund (AIF) as a shareholder, cofinancier and administrator. The meeting will review progress towards the AIF as a way of promoting connectivity to accelerate accomplishment of the ASEAN Economic Community.
